Master in Public Procurement Management – MPPM is multidisciplinary joint study program of Master academic studies in English language, which was created in 2017 according to the agreement on cooperation signed between University of Belgrade, Faculty of Law and University of Rome „Tor Vergata“, Department of Economics and Finance. In its core, it is a “twin” programme of the International Master in Procurement Management which has been offered by the University of Rome „Tor Vergata“ in Rome since 2013 (International Master in Public Procurement Management).
MPPM has a strong focus on the students from Western Balkans countries and is realized with the support of the European Bank for Reconstruction and Development (EBRD) – limited number of scholarships is provided and targeted for the employees in public sectors of Western Balkans countries.
MPPM offer students the opportunity to improve their skills and upgrade their competences to keep pace with the fast changing field of procurement and subsequently bring the direct improvements and benefits to the public and private companies and institutions for which they work. This is a challenging program which utilises an international approach to procurement where environmental, ethical, strategic and legal issues are thoroughly examined on a global level. The field of procurement is predicted to grow significantly in the near future, hence professional opportunities in private and public agencies will open for specialists such as negotiators, contracting officer and contract administrators who have high level training in procurement issues.
The purpose of the MPPM is to provide an interdisciplinary training on many aspects of public procurement responding to the national and international need to train students and public procurement professionals on modern challenges arising in the public procurement profession. Such aspects include legal frameworks and economic principles for effective public procurement, organization and strategy of public procurement, strategic tools for public procurement procedure, economic analysis of the market and cost analysis. In addition, the Master in Public Procurement Management provides training on public procurement principles and best international practices of the main international financial institutions.
The main aims of MPPM are to provide theoretical and practical training to young graduates and public procurement professionals who wish to acquire a more advanced level of skills and knowledge in public procurement. This Master program allows the mastering of the scientific and technical methodology which is necessary for the acquisition and application of knowledge, scientific and technical achievements in the field of public procurement (see MPPM Curriculum).
In order to be eligible to participate in this programme, applicants should have completed at least four (240 ECTS) or five years of university studies and earned a valid degree that allows access to second level programs in Serbia and in Italy. Preference will be given to the applicants with at least five years of prior working experience in public procurement.
After the successful completion of this one year study program a student acquires 60 ECTS and Joint Master Degree of the University of Belgrade and of the University of Rome Tor Vergata with the academic title: Master in Public Procurement.
Directors of the MPPM program are professors: Dobrosav Milovanović (University of Belgrade Faculty of Law) and Gustavo Piga (University of Rome Tor Vergata, Department of Economics and Finance). MPPM has a dedicated Secretariat which takes care of administrative tasks.
