Center for Public Administration and Public Procurement

Center for Public Administration has existed within the Institute for Legal and Social Sciences at the University of Belgrade Faculty of Law from 2015. The Center is focused on professional training of public administration officials, studying and solving problems in the field of public administration that require the involvement of scientists and specialists, depending onthe research subject.

In 2017, with the support of European Bank for Reconstruction and Development (EBRD) and Central European Initiative (CEI), Center widened its scope of activities including field of public procurement and changed its name to Center for Public Administration and Public Procurement. Its first goal was to launch Master in Public Procurement Management (MPPM), joint study program of Master academic studies, based on the agreement on cooperation between the University of Belgrade Faculty of Law and University of Rome „Tor Vergata“, Department of Economics and Finance. MPPM was accredited both by Serbian and Italian educational authorities and it has been realized at the University of Belgrade Faculty of Law since the academic year 2017/2018, with provided EBRD scholarships for public procurement officials from the Western Balkans countries.

In the same time, it serves as the regional center for education of public procurement officials in the Western Balkans countries. EBRD and CEI supported this project in order to provide stronger administrative capacities, as well as increase of trust in public procurement system and promotion of the strategy of reliable investment policy. These goals should be achieved through projects which would provide obtaining and transfer of knowledge and best international practices in the public procurement in the Western Balkans countries.

The Center is an organizational form that enables full use of the intellectual capacity in all areas of state and public administration, including public procurement, and it can establish cooperation with the most renowned scientific and professional institutions an experts in the country and abroad.

At the request of the Government, ministries and other state or public administration, or on its own initiative, the Center offers professional services in the form of projects, studies, research, advice or other suitable means.

Center for Public Administration and Public Procurement predicted various forms of cooperation through agreements concluded with the Administrative Court, the Ministry of Public Administration and Local Government, National Academy for Public Administration and the Office of the Council for National Security and Protection of Classified Information.

Activities of the Center for Public Administration and Public Procurement are:

  1. scientific research and other scientific activities in the field of public administration and public procurement in the context of the plan and program of scientific research at the Faculty;
  2. realization of scientific tasks in the field of public administration and public procurement on the basis of contracts concluded by the Faculty with interested bodies and organizations;
  3. development of scientific methods in the field of public administration and public procurement;
  4. monitoring and analysis of the development of public administration and public procurement in other countries, especially in the Western Balkans region;
  5. assistance in development and improvement of practices in public administration and public procurement;
  6. assistance in development and improvement the functionality and efficiency of public administration and public procurement;
  7. assistance in the development of professional skills, professional ethics and responsibilities of employees in public administration and public procurement;
  8. assistance in the development of E-government and improvement of the process of digitalization in public administration and public procurement;
  9. assistance in development and improvement of the education and training of employees in public administration and public procurement;
  10. assistance, at the request of Faculty, in organization and facilitation of the execution of scientific research practice and other activities of candidates for scientific positions in public administration and public procurement, as well as in the organization and implementation of teaching in this regard;
  11. participation, on its own initiative or at the request of the Faculty in organizing seminars, courses, symposiums, professional meetings, round tables, summer schools and other forms of scientific work in order to enable research and professional personnel in the field of public administration and public procurement;
  12. participation in the implementation of education and training of civil servants and the professionalization of staff in public administration and public procurement;
  13. cooperation with similar domestic and foreign institutions and other organizations and associations in the field of public administration, public procurement and related fields;
  14. cooperation with government bodies and other bodies and organizations of the public administration and public procurement in the Republic of Serbia and abroad, especially in the Western Balkans countries;
  15. announcement of the results of teaching and scientific and professional work in the field of public administration and public procurement through professional newsletters, brochures, books and other publications;
  16. performing of other entrusted tasks.
