JOINT MASTER STUDY PROGRAM IN ENGLISH LANGUAGE

Master in Public Procurement Management (MPPM) is a joint Master program established with the support of the European Bank for Reconstruction and Development in 2017, in cooperation of the University of Belgrade Faculty of Law and University of Rome Tor Vergata, Department of Economics and Finance.
The program covers many aspects of public procurement responding to the national and international need to train and educate students and public procurement professionals to respond to modern challenges arising in the public procurement profession.
Key pillars include legal framework and economic principles for effective public procurement, organization and strategy of public procurement, strategic tools for public procurement procedure, economic analysis of the market and cost analysis. In addition, the MPPM provides capacity building on public procurement principles and best international practices of the main international financial institutions.
Eligibility requirements:
Diploma of at least four (240 ECTS, as one cycle) or five years of university studies (300 ECTS);
Proficiency in English.
Preference will be given to applicants with five years of prior working experience in public procurement. Only a limited number of applicants who have recently graduated and who have little professional experience in public procurement will be taken into consideration, on case by case basis.
The program for the academic year 2025/2026. will start in spring semester.

Tuition fee: 7.200 EUR.
Limited number of students employed in public sector of Republic of Serbia will be exempt from paying a tuition fee.
Ranking of candidates will be based on the following criteria: 1) grade point average; 2) evaluation of professional results based on biographical data; 3) knowledge of the English language (assessed through an interview), 4) previous work experience in the field of public procurement.
Scoring is done as follows: 1) the grade point average is multiplied by 5; 2) evaluation of professional results based on biographical data: 30 points – outstanding; 20 points – good; 10 points – satisfactory; 3) knowledge of the English language: 10 points – advanced; 8 points – excellent; 6 – very good; 4) previous work experience in public procurement: 30 – outstanding; 20 – good; 10 – satisfactory. The maximum number of points that can be achieved is 120.
After successful completion of this one year study program, students will acquire 60 ECTS and a joint diploma of the University of Belgrade and University of Rome Tor Vergata with the academic title Master in Public Procurement Management.
